New regulations requiring planning permission for Houses in Multiple Occupation (HMOs) in a designated area of Hinckley town centre have been made permanent.

The rules, known as an Article 4 Direction, were initially implemented on 1 May 2026 for a six-month period. Following the completion of the legal confirmation process, the Direction is now permanent and has no expiry date.
These changes mean that the regulations for residents and landlords remain the same as they have been since the initial implementation in May 2026.
Cllr Stuart Bray, Leader of the Borough Council, expressed his satisfaction with the confirmation. "I’m pleased that the Article 4 Direction for Hinckley town centre has been formally confirmed," he stated.
"We listened to residents’ views on this matter when we consulted on it back in the spring and made the new rules effective from the beginning of May. Nothing has changed in that regard," Cllr Bray added.
"This latest confirmation was a necessary legal step to make sure the Direction continued to remain in force beyond 30 October. Thank you to everyone involved in making this happen,” he concluded.
