“"I recognise this subject has generated strong views, particularly following the pause on discretionary displays while the review was undertaken. Some residents and stakeholders support a more consistent focus on the core library offer, while others have concerns that some groups may feel excluded. The views of all Staffordshire residents matter and will be considered through the Community Impact Assessment and the formal democratic decision-making process, including public scrutiny and Cabinet."

Staffordshire County Council has published a draft policy outlining the future use of space within its libraries, aiming to maximise community benefit.
A draft policy detailing how space will be utilised in Staffordshire’s county-managed libraries has been released. The proposed Staffordshire Libraries Displays, Events and Activities Policy seeks to establish a practical framework for the future use of valuable library space to ensure it delivers maximum benefit for Staffordshire’s communities.
Hayley Coles, Deputy Leader and Cabinet Member for Communities and Culture, stated, "Staffordshire Libraries are for everyone. They are places where people can borrow books, find information, get advice, take part in activities and access council and partner services."
Coles added that libraries are shared spaces used by individuals with diverse experiences, views, and beliefs. The policy aims to maintain their neutrality, effectiveness, and efficiency, while prioritising information and advice that has the most significant impact for residents, covering areas such as the cost of living, employment, health, literacy improvement, and fostering a love of books.
It was clarified that no books or library materials have been removed during the policy review process. Furthermore, if the policy is approved, no currently scheduled events or activities in the libraries would be cancelled.
The draft policy is scheduled for consideration at a scrutiny meeting on 22 October 2026, with a Cabinet decision anticipated at a meeting on 18 November 2026. The Cabinet report will be published on 10 November.
The draft policy can be accessed on the county council’s website.
