Coventry City Council is utilising new enforcement powers under the Renters’ Rights Act 2025 to penalise landlords for breaches of tenancy law, with financial penalties of up to £7,000 being imposed.

Since the relevant provisions came into force on 1 May 2026, the Council’s Safer Housing Team has imposed two financial penalties for unlawful eviction offences under the Protection from Eviction Act 1977 and two further penalties for breaches of the Housing Act 1988.
Under the new enforcement regime, local authorities can impose financial penalties of up to £7,000 for specified breaches of tenancy law. For offences where prosecution is available, a financial penalty of up to £40,000 may be imposed as an alternative to prosecution.

"This sends out a clear message to landlords that Coventry City Council will do all it can to protect its residents from unlawful eviction and harassment. I’d really like to encourage tenants to get in touch."

Councillor John McNicholas · Cabinet Member for Community Safety and Cohesion
Councillor John McNicholas, Cabinet Member for Community Safety and Cohesion, stated that the actions reflect the council's commitment to ensuring homes in the private rented sector are properly managed and that tenants have the security they need during the current cost of living crisis. He emphasised that clear legal procedures must be followed by landlords when seeking possession of a property, and the Council will use available enforcement powers to protect tenants where these requirements are not met.
